Call to Order Town Council
The Pledge of Allegiance was recited, and a prayer offered by Vice-Mayor Tom Camden. The regularly scheduled Town Council Meeting was called to order by Mayor Paul Williams at 7:00 pm.

Review and Approval of Minutes of April 14, 2026
A motion was made by Lisa Rogers to approve the minutes of the April 14, 2026, Town Council meeting.
Natalie Harris stated an objection to the minutes and said she was speaking during the official Council Comment period when Vice-Mayor Tom Camden stated she was out of order.
No further discussion.
The motion made by Lisa Rogers was seconded by Natalie Harris to approve the minutes. The motion passed unanimously.
Reports and Updates
a. Public Safety Report
The March 2026 Call Report submitted by Rockbridge County was provided in the Town Council packet. The mayor noted that Suspicious Activity has declined. No significant issues in April 2026.
Parks and Recreation Committee
Mayor Williams stated there was no activity by the Parks and Recreation Committee this month. Planning continues for the two Music in the Gorge events to be held later this summer.
Public Works and Utilities
The Public Works report was presented by Mayor Williams.
Daily checks/readings/sample collection performed readings performed for water/wells/wastewater.
Weekly plant maintenance performed.
Monthly water meter report readings, manual readings, notices of delinquent bills, and water cut-offs complete.
Water and sewer line repairs throughout Town completed as necessary.
Repairs and maintenance at the sewer plant were performed and are occupying significant time for the department.
Staff worked with Siphyn Robotics to remove over 400 tons of sludge from oxidation ditches at the wastewater plant. C&S has been part of the project- hauling containers of sludge to the landfill.
Seasonal Lawn Maintenance has begun.
Building maintenance — maintenance and upgrades continue for plumbing, heating/air, painting on the Town buildings.
10 VA811 locate tickets marked.
Hiker’s Shelter was opened and cleaned. New hot water heater has been installed. Painting and other maintenance occurred. A new wood storage box for firewood was built.
VDOT notified of stop signs that were down or leaning.
Drag for baseball field being built.
Bulk Pick-ups — 3 performed for brush and large household items.
Council asked if Allyson Finchum’s suggestion to move the location of the Hiker’s Shelter due to problems and the Interim Town Manager said the issues have resolved themselves and the new Town Enforcement Officer also checks the shelter on a regular basis.
Council asked about the security for the gated area near the river. The mayor stated he grants access to the area for larger boats to put in but some access without permission.
Treasurer’s Report
A Budget Summary Report and information on expenses over $500 were provided in the packet. No further discussion.
Code Enforcement Officer Report Mayor Williams provided the report.
Notices were sent for 30 inoperable vehicles; 22 nuisance & grass; and 11 abandoned & blighted houses.
Council asked the process for corrective action of violations. The Interim Town Manager said that a courtesy letter, notice of violation, and court action is the process.
Planning Commission
Vice-Mayor Tom Camden provided an update on the Planning Commission activities. The Planning Commission did not meet in May and plan to meet at a time to be determined in June.
Town Manager’s Report The Interim Town Manager said the Glasgow Farmer and Flea Market has begun and has received positive response.
A free Mobile Spay and Neuter Clinic will be held in the Town this month. Information was sent in the utility bills and they are full at this time. They indicated they may return at a future date.
The Town met with the pastor of the Natural Bridge Christian Fellowship to discuss their current plans for assistance programs to the community. Natural Bridge/Glasgow Food Pantry has served the community for 30 years and is concerned about the coordination. Vice-Mayor Camden is on the board of Natural Bridge/Glasgow Food Pantry and said there has been no effort from the church to communicate with them.
Lisa Rogers said the two should work together.
Council requested a resolution to honor the years of service of Natural Bridge/Glasgow Food Pantry.
Natalie Harris requested the Free Market be held one Saturday per month as well as current third Thursday and she will provide the assistance.
The Car Show was very successful with 24 cars participating and positive reviews. Others are being planned for the fall. One the same day as Rockin’ the Gorge on July 25th.
New water and wastewater operator started last month and improvements are being accomplished. There was a spot inspection by DEQ and there were no issues.
The sludge removal in the clarifier and digester has been complete. Evaluation of the digester is underway within the next month.
The full-time Public Works Laborer resigned effective May 15th.
An ad will be placed for part-time Public Works/Utilities Laborer.
Old Business
a. FY27 Budget and Fee Schedule
The Town now has a balanced budget. No tax increase is proposed. An increase in water and sewer rates is proposed to cover expenditures. The Public Hearing will be on June 9th with a special called meeting for adoption.

Public Comment Period
Carolyn Bradley said that she and Michael Bradley recently handed out flyers for the Glasgow Flea Market at the monthly Flea Market in Buchanan.
Other Council Comments
Natalie Harris thanked Chrissy for her volunteer efforts in the Town.
