The legislative authority of the Town of Glasgow is vested in the seven-member Town Council, which sets policy, adopts the budget, and passes ordinances. The administrative and executive functions of the Town are delegated to the Town Manager, whom the Council appoints.
Meeting schedule
The Town Council meets the second Tuesday of each month at 7:00 PM at the Glasgow Library, unless otherwise noticed. Special and called meetings are scheduled as needed and posted in advance on the Meetings page.
Public comment
Each Council meeting includes a public comment period. Comments are limited to three minutes per person, with a total of thirty minutes for the entire public comment period. Speakers sign the public comment sheet, state their name and address for the record, and address comments to the Council. Council members typically listen during public comment rather than respond in the moment, so that they can take matters under advisement.

Agendas, minutes, and packets
Meeting agendas and packets are posted the Friday before each meeting. Approved minutes are posted within seven working days of approval per Virginia Code § 2.2-3707.2.
