1. Call to Order Town Council- called by Mayor Paul Williams for Regular Called
Meeting The Pledge of Allegiance was recited, and a prayer offered by Brandall Branch. The regularly scheduled Town Council Meeting was called to order by Mayor Paul Williams at 7:00 PM.

Vv. Call to Order Planning Commission Chair Deborah Farina called to order the Planning Commission for special-called Joint Meeting at 7:01 PM.
Public Hearing
a. TXT-01-2026 - Amendment to Chapter 15 Subdivisions, to allow the
vacation of lot lines by recordation of a deed as set forth in Section 15.2-2275 of the Code of Virginia. The Town Manager provided information on accepting deeds versus plat for lot consolidation. Allowing deeds encourages development by lowering the overall cost of projects. Requiring plats provides more information on accuracy of lot lines and improvements. Questions and discussion ensued. The public hearing was opened at 7:33 PM. No one spoke. The public hearing was closed at 7:34 PM.
Planning Commission - Discussion and Recommendation
a. TXT-01-2026 - Amendment to Chapter 15 Subdivisions, to allow the
vacation of lot lines by recordation of a deed as set forth in Section 15.2-2275 of the Code of Virginia. Chair Deb Farina opened the discussion and reviewed issues to consider. Discussion ensued. The Planning Commission decided to continue the discussion at their May 5th meeting and did not provide recommendation to the Town Council at this time.

The Planning Commission special-called meeting was unanimously adjourned at 7:41 PM.
Town Council Meeting Reconvened
The regularly scheduled Town Council Meeting was reconvened at 7:43 PM.
Public Hearing
a. ORD-01-2026 - Disposition of public property: to lease from the Town of
Glasgow the Town-owned building at 1015 Blue Ridge Rd. for the purpose of commercial business for a retail operation.
The Mayor opened the discussion and reviewed the issue with the Town Council. The request is to rent a portion of the building at 1015 Blue Ridge Road for commercial retail use.
Discussion and Decision
a. ORD-01-2026 - Disposition of public property: to lease from the Town of
Glasgow the Town-owned building at 1015 Blue Ridge Rd. for the purpose of commercial business for a retail operation. Natalie Harris expressed opposition to renting the building for a low cost. She stated that the Town is spending money and not recouping the cost. She said that the tenant should pay the utility bills. She said that proceeds
were supposed to benefit the Town. The Town should make better use of the building and whatever is decided should benefit the Town. She would rather have a thrift store. She questioned the purchase of the buildings.
Tom Camden expressed disagreement with Ms. Harris’ comments and cautioned her to be careful about assessment.
Brandell Branch stated that things change and move forward. He said the use is not negative, it is positive and the improvements to it are beautiful. He also stated that the Town owned buildings and property is a good investment.
Marcie Hill stated that this would be the current use and if a better idea is proposed the Town has the option to readdress the issue and use the building for another purpose.
A motion was made by Vice-Mayor Tom Camden, seconded by Brandall Branch to rent the building for use as a commercial retail store. The motion passed by vote of 5-1 with Natalie Harris against.
XlIl. Review and Approval of Minutes Regular Council Meeting Minutes of March 10, 2026 A motion was made by Ms. Lisa Rogers, seconded by Vice-Mayor Tom Camden to approve the minutes of March 10, 2026, Town Council meeting. The motion passed unanimously.
Reports and Updates
a. Public Safety Reports
The February and March 2026 call report was submitted by Rockbridge County. No significant issues.
b. Parks & Recreation Committee
The Parks & Recreation Committee report was presented by Mayor Williams. The committee met on April 2nd Planning for two Music on the Gorge events is underway.
c. Public Works
The Public Works & Utilities report was presented by Mayor Williams. The seasonal grass mowing and weed eating continue. Landscaping maintenance was done at the church. Bulk brush and trash were collected throughout Town. ADA ramp built at Town building — 1015 Blue Ridge Alley maintenance — trees cut behind Pocahontas Street. Oversight of VMI cadets who built picnic tables, mulched, and additional lawn work. Loaded a 30-yard dumpster with trash, debris.
Replaced street flags on Blue Ridge Rd.
Public Utilities
Michael Ramsey is the new Town operator for the Town of Glasgow water and sewer system.
Staff completed monthly water meter report readings, manual readings, notices of delinquent bills, and water cut-offs.
Repairs at the sewer plant were performed.
Drained and cleaned cl2 contact tank.
Shut down intake pump and serviced grinder.
Draining blue sludge tank to replace valve.
Meeting with Sciphyn company to clean out compacted sludge in
oxidation ditches.
Mailing of sludge for processing and review for acceptance in landfill. Water and sewer line repairs throughout Town were completed as necessary. Public Works staff covered shifts at plant in absence of operator. Prepared locate tickets for underground utilities.
Raw samples collected in absence of operator.
The Town Council said they were impressed with the report prepared by Chris Flint.
Treasurer Report A Budget Summary Report and information on expenses over $500 were provided in the packet.
Planning Commission
Vice-Mayor Tom Camden provided an update on the Planning Commission activities. The Planning Commission met on April 7th to review the public hearing held tonight on the proposed subdivision ordinance amendment.
Town Manager Report Ms. Finchum reported that improvements to the Town property and buildings continue.
Maintenance and repairs of the Town utility plant are ongoing. A major project to remove sludge from the system is beginning.
The wasterwater/water operator’s contract with Inboden (IES) is ending and Michael Ramsey the Town’s new operator is beginning his employment this week with the Town.
A new part-time Office Assistant has been hired to assist with customer service and accounts receivable at the front counter and perform other various office and accounting work.
A part-time Code Enforcement Officer has been hired for safety, animal control and property maintenance. Staff continue to address existing code violations and concerns. Violation notices are being sent to address issues.
Old Business
a. Update and Approval to Advertise FY26-27 Budget and Fee Schedule
and Applicable Ordinances A motion was made by Brandell Branch, seconded by Lisa Rogers to hold a public hearing on June 9th with adoption on June 23% for the FY26-27 budget, fee schedule, and applicable ordinances as proposed and discussed. The motion passed unanimously. No further discussion.
New Business
None
Public Comment Period.
Comments are limited to no longer than 3 minutes per person up to 30 minutes total for the period. All Speakers are asked to identify themselves for the record prior to speaking and are asked to address their comments to Council. This portion of the meeting is for the public to make comments, raise concerns, or address Town Council about specific items on the agenda for Council consideration. Council uses this time to hear from the public, but typically will not respond, rather take the matter under advisement for future meetings.
Deb Farina thanked Town Council for their support and renting her a portion of the building at 1015 Blue Ridge Rd. for the Two Rivers Trading Post Antique store.
XVil. Other Council Comments Vice-Mayor Tom Camden expressed gratitude to Deb Farina for her efforts to improve the commercial corridor along Blue Ridge Rd and open an antique store to increase economic growth in the Town.
Lisa Rogers stated that there will be mixed team softball in Town at Knick Field on Monday and Wednesday evenings expected to start in May.
There will be a car show on May 9th. Donations are being accepted. Hoping to have vendors sell food.
Natalie Harris commented that lighting along the sidewalk in front of the church is poor and needs to be improved.
Town Council requested a monthly code enforcement report.
